Tomelloso, a large wine-producing town in Ciudad Real province, was firmly Republican during the Civil War and issued its own emergency fractional currency — vales locales — when the coin shortage became acute in 1937. The Nationalist blockade of silver and copper coinage was strangling everyday commerce across the Republican zone, and hundreds of municipalities resorted to cardboard and paper to bridge the gap. Tomelloso's council was among them.

The Gari Montlló reference places this in a well-documented but thinly surviving series. Many municipal emissions from La Mancha were printed in very small runs and saw intense local use before the Republican collapse in 1939.
