Subirats is a small wine-producing municipality in the Alt Penedès comarca, and like hundreds of Catalan and Spanish towns during the Civil War, it issued its own emergency paper money when Republican authorities could not supply enough small-change coinage. The Consell Municipal authorized these notes under the broader framework of Republican decree, which permitted local governments to fill the coin vacuum that metal hoarding and wartime disruption had created almost immediately after July 1936.
