Santisteban del Puerto is a small municipality in Jaén province, and this note is a product of the Republic's wartime emergency — local councils across loyalist Spain were forced to print their own small-denomination scrip in 1936 and 1937 when metal coinage effectively vanished from circulation, hoarded or melted. The Consejo Municipal's solution here was entirely self-contained: printed, stamped, and signed locally, with authority resting on nothing more than the alcalde's signature and an official rubber stamp.

Pedro Olivas signed as depositary, Casimiro Ruiz as mayor. Both names are otherwise unrecorded in national numismatic literature, which is typical of these hyperlocal emissions — the men who authorized them rarely appear anywhere else.
