San Rafael del Río is a small municipality in Castellón province, and like dozens of other Valencian towns during the Civil War, it issued its own fractional emergency currency when the Republican government's coin supply collapsed in 1936–37. These municipal issues — part of a broader phenomenon of thousands of locally produced notes across Republican Spain — were authorized under a July 1937 decree but many towns had already been printing informally for months before that.
The thick card stock construction was typical of municipalities that sourced material locally rather than through any central printer. Gari Mon catalogues this as #1310-A, suggesting at least one variant exists.
