One of hundreds of emergency fractional notes — "moneda de paper local" — issued by Catalan municipalities during the Civil War after metallic coin vanished from circulation almost overnight in 1936. The Republican government's inability to supply small change pushed the burden onto local councils, many of which had no printing infrastructure whatsoever and contracted whatever press was available.

Turró catalogues this issue under #2220. The C.A.M. press in Barcelona handled municipal print work for multiple Catalan councils during this period, which means production quality is generally more consistent than notes from improvised local sources.
