Roses is a small coastal municipality in the Alt Empordà comarca of Catalonia, and like hundreds of other Spanish towns, its municipal council issued emergency fractional paper money during the Civil War after the Republic's metallic coinage effectively disappeared from circulation by late 1936. These local emissions — collectively documented under the Turró catalogue — were produced under wildly varying conditions, often on whatever paper stock was available, with printing quality ranging from rudimentary letterpress to hand-stamped.
Turró 2213 is among the more obscure municipal issues; collector interest in Alt Empordà material remains narrow outside specialist Catalan notaphily circles.
