One of hundreds of emergency municipal issues that flooded the Republican zone during the Spanish Civil War, when the hoarding of coin — copper, brass, anything metallic — created a catastrophic shortage of small change almost overnight. The Consejo Municipal of Rosell, a small town in the Baix Maestrat comarca of Castellón, issued its own fractional paper scrip to keep local commerce moving. These hyper-local notes were authorised under a Republican decree permitting municipalities to issue emergency currency when no other solution was available.
