Ripollet is a small industrial municipality north of Barcelona, and like hundreds of Catalan towns during the Civil War, its council issued its own emergency small change — the Republican government's copper and silver coins had effectively vanished from circulation by mid-1937, hoarded or melted. These local emissions, generically called "moneda de necessitat," were authorized under a 1936 Generalitat de Catalunya decree that gave municipal councils the legal cover to print what the banking system could no longer supply.
Turró catalogues over 2,000 such emissions. That this one was printed at C.A.M. in Barcelona rather than locally is worth noting — smaller municipalities often lacked the press capacity and contracted out.
