Reus was one of hundreds of Catalan municipalities that issued its own fractional currency during the Civil War after the collapse of small-coin circulation in 1936. The Republican government's inability to maintain a functioning supply of low-denomination coinage pushed the burden onto local councils, which improvised as best they could with whatever printing infrastructure existed in their town. Ferrando's press was a local commercial printer, not a security printing house — no intaglio, no special papers, no anti-counterfeiting measures worth noting.
Turró catalogued over 2,000 distinct Catalan municipal issues from this period. That numbering alone suggests how fragmented emergency currency production had become by 1937.
