Puertollano, a mining town in Ciudad Real province, issued fractional emergency currency during the Spanish Civil War when the hoarding of coins — and the near-total collapse of small-change supply — forced hundreds of municipalities to print their own. The Consejo Municipal issues were a practical stopgap, not a monetary experiment. Most circulated hard within the town and were redeemed or destroyed when central Republican supply chains briefly stabilized.
