Porzuna is a small municipality in Ciudad Real province, Castilla-La Mancha. Like hundreds of Spanish towns during the Civil War, its local council — the Consejo Municipal — issued emergency fractional currency when the Republic's central supply of small-denomination coinage collapsed almost immediately after July 1936. These locally produced pieces, collectively catalogued under the broad "Guerra Civil" emergency issues, were a practical stop-gap rather than any assertion of monetary independence.
The Gari Mon reference places this squarely among the documented La Mancha municipal issues. Thick card stock was common for these short-run pieces, which were often produced on whatever printing equipment the town hall had access to.
