Montesa is a small municipality in Valencia's Costera comarca, and like hundreds of similarly sized Spanish towns it was forced to issue its own fractional currency during 1937 when the Republic's small-change shortage became acute enough to paralyze daily commerce. These municipal emergency notes — known collectively as "papel moneda local" — were produced by local authorities with whatever printing resources were at hand, which in Montesa's case meant minimal production values and an ink-stamped municipal seal as the only anti-counterfeiting measure.

The Turró and Gari catalogues treat this as a recognized variant (Gari Mon#951-B), suggesting at least one other emission exists for the same municipality.
