Menjíbar is a small olive-growing municipality in Jaén province, and like hundreds of Spanish towns it issued its own emergency fractional currency during the Civil War after the Republican government's decree of August 1937 formally authorized local councils to produce small-denomination scrip to address the near-total disappearance of coins from circulation. The Consejo Municipal de Abastecimientos — the local supply council — rather than the ayuntamiento proper, was the issuing body, reflecting how wartime administrative functions had been reorganized around provisioning and rationing.

Heavy card stock was practical for low-value scrip intended to survive repeated handling in local commerce. Survival rates for Jaén provincial issues vary enormously; many were redeemed and pulped, others simply abandoned when front lines shifted.
