La Romana's municipal council issued these small-denomination notes during the late 1930s when chronic shortages of low-value coinage plagued the Dominican Republic's provincial towns. Municipal and merchant-issued fractional paper was an improvised but widely tolerated solution — the central government lacked both the infrastructure and the political will to guarantee adequate coin supply to outlying regions at that time.

The Gari Monetary catalog distinguishes a "-B" variety within this type, suggesting at least minor printing or paper differences from a sibling issue — though the specifics of what separates the variants are not always consistently documented across reference sources.
