La Bisbal del Penedès is a small municipality in Tarragona province, and like hundreds of Catalan and Spanish towns during the Civil War, the local ajuntament issued its own fractional currency when metallic coin effectively disappeared from circulation after 1936. The Republican government's inability to supply small change at the local level forced this proliferation of emergency municipal notes — by 1937, thousands of distinct issues existed across the Republican zone, varying wildly in printing quality and paper stock.
Imprenta Ramon in nearby El Vendrell was a regional commercial printer with no particular specialization in security printing, which is exactly the kind of operation these small municipalities relied on.
