Huércal-Overa is a small municipality in Almería province, and like hundreds of Spanish towns during the Civil War it found itself without sufficient small-denomination coinage in circulation — Republican authorities had hoarded or melted metal currency, and the fractional coin shortage became acute by 1937. Municipal councils across the Republican zone responded by printing their own paper fractional currency, known collectively as moneda local. The Consejo Municipal de Huércal-Overa was among the smaller issuers; Gari's cataloguing of this as variant B suggests at least two distinguishable types exist for this denomination from this issuer.
These municipal emissions had no formal backing and were theoretically redeemable only within the issuing locality.
