Garcia is a small municipality in the Ribera d'Ebre comarca of Tarragona province, and like hundreds of Catalan and Spanish towns during the Civil War, its local council issued emergency paper fractional currency when Republican-zone silver and copper coins disappeared from circulation almost entirely after 1936. The Generalitat de Catalunya formally authorized municipal issues, but left design, printing, and control entirely to individual ayuntamientos — which is why these notes vary so wildly in quality and why many were produced by local printers with no specialized banknote experience.
Turró catalogues this as #1088, one of the scarcer rural Catalan municipals. Small-population towns like Garcia issued in limited quantities and redemption after the war was effectively nil, leaving survivors almost entirely in collector hands rather than in any institutional archive.
