Ciutadilla is a village in the comarca of Urgell, Catalonia, with a population that barely cracked 200 in the 1930s. During the Civil War, the Republican zone experienced a catastrophic shortage of small-denomination coinage — silver and copper had been hoarded or melted — and the Generalitat de Catalunya authorized municipalities to issue their own emergency paper currency to keep local commerce moving. Hundreds of Catalan ajuntaments did exactly this, producing notes of wildly varying quality and quantity.
For a village this small, surviving examples in any condition are genuinely uncommon. The entire print run was almost certainly numbered in the hundreds.
