Ciutadilla is a tiny municipality in the comarca of Urgell, Catalonia, with a population that hovered around 200 during the Republic. That it produced emergency paper money at all places it among the smallest issuing bodies of the Guerra Civil — the proliferation of local *moneda de necessitat* in 1936–37 was driven by a catastrophic shortage of small metallic coin, which had been hoarded, melted, or simply vanished from circulation after July 1936.

Turró 827 is among the more obscure Catalan municipal issues, with surviving examples genuinely hard to locate. Production was almost certainly local and rudimentary.
