Chelva is a small inland municipality in Valencia province, and like hundreds of Spanish towns during the Civil War, its municipal council issued emergency fractional currency in 1937 when Republican-zone coinage effectively vanished from circulation. The Consejo Municipal issues were purely local instruments — accepted, in practice, only within the town itself and occasionally in nearby villages with no better alternative.

The Turró and Gari-Montserrat references place this within the vast taxonomy of Spanish guerra civil local paper, a field where survival rates vary enormously by municipality. Chelva's issues are not among the commonly encountered ones.
