Cambil is a small municipality in the Sierra Mágica hills of Jaén province, and like dozens of similarly sized Republican-held towns during the Civil War, its municipal council was forced to issue its own emergency fractional currency when the flight of silver coinage and hoarding left the local economy effectively frozen. These hyper-local emissions — often called billetes de necesidad or moneda de papel local — were produced with whatever materials were at hand, which is why thick card stock appears so frequently among Andalusian municipal issues of 1936–37.
Cambil's council had no access to a professional printer. Production was almost certainly handled in-house or by a local stationer, which accounts for the crude manufacture typical of Jaén province municipal notes from this period.
