One of hundreds of municipal emergency issues produced across Republican-held Spain during the Civil War, when the hoarding of metal coinage — driven by panic and material scarcity — created a practical crisis at the street level. Municipalities were authorized, loosely, to fill the gap themselves. The results were wildly inconsistent in quality, legal standing, and survival rates.
Benicarló, a small coastal town in Castellón province, issued these fractional notes in 1937 at a moment when the northern Valencian front was under serious pressure. Very few municipal issues from this region were formally withdrawn or exchanged; most simply became worthless as the war shifted.
