Bellver de Cerdanya is a small Pyrenean town in the comarca of Baixa Cerdanya, and like hundreds of Catalan municipalities during the Civil War, its ajuntament issued fractional paper currency when Republican-era coin shortages made small change functionally impossible to obtain. The Consell de la Generalitat had authorized local emergency issues in 1937, producing an extraordinary proliferation of hyper-local notes across the region — Turró catalogs well over a thousand distinct pieces from this period.

Printed at Imprenta Unió Obrera in La Seu d'Urgell, roughly 25 kilometers north, this reflects the practical geography of wartime logistics in the Pyrenees.
