Bellpuig d'Urgell is a small town in the Urgell comarca of Lleida province, and like hundreds of Catalan municipalities in 1937, its local council was forced into emergency paper money after the hoarding and melting of metallic coin left daily commerce unworkable. The Republican government tolerated — and eventually tried to regulate — this flood of local scrip, but municipal councils largely operated on their own initiative. Grafos, by then collectivized under anarcho-syndicalist control, handled an enormous volume of this municipal work out of Barcelona.
