Baix Montseny is a small municipal area in the comarca of la Selva, Catalonia, and like hundreds of similarly modest towns it was forced into emergency note production during the Spanish Civil War after the Republican government's decree of September 1936 effectively sanctioned local currency issuance to address a catastrophic coin shortage. The hoarding of metallic currency — driven by wartime uncertainty — had stripped small-denomination coinage from circulation almost entirely, leaving municipalities with no practical alternative.
Turró's catalog documents over 1,400 Catalan local issuers from this period. That density alone tells the story of how badly the Republican zone's monetary infrastructure had fractured by 1937.
