Baix Montseny is a small comarca municipality northeast of Barcelona, and like hundreds of Catalan municipalities during the Civil War, its ajuntament issued fractional emergency currency when Republican Spain's small-change crisis became acute. The central government's inability to maintain adequate coin supply — partly due to hoarding, partly due to wartime metal demands — forced local councils to improvise. These municipal notes, collectively known as "moneda local," were legally sanctioned under a June 1937 decree but already circulating well before official authorization arrived.

Tipografia El Secretariat Català was a Barcelona press with Catalanist affiliations, handling print work for numerous municipal issues across the region during this period.
