Alp is a small municipality in the Cerdanya comarca of Girona, and like hundreds of Catalan and Spanish towns during the Civil War, its local council issued emergency small-change notes — "moneda local" — to fill the vacuum left by hoarded and melted coinage. The Republican government's Generalitat de Catalunya broadly authorized these emissions in 1937, but the individual designs and print runs were handled locally, often by whichever printer was available. For a village the size of Alp, that typically meant very modest quantities.
Turró catalogues this as #129, placing it within the documented Cerdanya regional emissions. Survivors are scarce simply because the notes were redeemed or discarded when central currency was restored.
