Almería's municipal council issued emergency fractional paper during the Spanish Civil War when the collapse of the peseta coinage supply — hoarded, melted, or simply gone from circulation — forced hundreds of Spanish municipalities to print their own small-denomination scrip. These local issues had no formal backing and were redeemable, in theory, only within the issuing municipality's jurisdiction. In practice, many were never redeemed at all.
The Garrido-Moragas reference places this among the better-documented Andalusian municipal emissions, though survival rates for Almería fractional notes remain uneven across the series.
