Struck for France's League of Nations mandates in Togo and Cameroon following the post-WWI partition of Germany's colonial territories, these coins were among the first purpose-struck issues for those administered regions. The "Territoires sous mandat" designation was a deliberate legal distinction — mandate territories were not colonies in the formal sense, and French authorities were technically accountable to the League for their administration.

The series ran only three years before being supplanted, leaving a narrow mintage window.
