After World War I, the Saar coal mines were placed under French administration by the League of Nations as partial reparation for the deliberate flooding and destruction of French mines during the German retreat. The Mines Domaniales de la Sarre became the operational authority for that territory, and these small-denomination emergency notes were issued to facilitate day-to-day wage payments and canteen transactions among the mining workforce — a closed economic loop that had little need for conventional banking infrastructure.
The 1920 date puts this note in the earliest phase of that administrative arrangement, before the territory developed more stable monetary footing.
