Colmar was under German administration as part of Reichsland Elsaß-Lothringen from 1871 until the Armistice of November 1918, which means this note was issued during or immediately after the transfer of Alsace back to France — a moment of profound administrative confusion when neither German marks nor French francs were reliably available in sufficient quantity.
