Colmar was under German administration as part of Reichsland Elsaß-Lothringen from 1871 until the Armistice of November 1918, which means this note was issued during or immediately after the transfer of Alsace back to France — a moment of profound administrative confusion when neither German marks nor French francs were reliably available in sufficient quantity. Municipal fractional notes like this one filled a practical gap that neither Frankfurt nor Paris was prepared to address quickly.
Albert Jess was a local Colmar printer, not a specialist banknote producer, and the workmanship reflects that. The JP#130 series runs to at least five reference numbers, suggesting the municipality issued multiple variants to meet ongoing demand well into the reintegration period.
