The Chambres de Commerce emergency notes of 1914 belong to a distinctly French crisis — within weeks of mobilization, coin hoarding stripped small change from everyday commerce almost completely. Hundreds of local chambers across France responded by issuing their own fractional paper, and the Tarn was among the earliest. L. Cassan Ainé was a regional Toulouse printer with no particular specialization in security documents, which is reflected in the relatively modest production values of this series.
