During World War One, the French state's acute shortage of small change — driven by hoarding and the suspension of coin production — forced chambers of commerce across the country to issue their own emergency fractional notes. The joint issue by Rennes and Saint-Malo is notable precisely because it pooled the authority of two geographically and commercially distinct chambers: an inland administrative capital and a coastal port city, bound together by necessity rather than any natural commercial partnership.
The long series span, running across multiple JP reference numbers through 1922, reflects repeated reissues as demand for low-denomination paper persisted well past the Armistice.
