The Chambres de Commerce d'Alençon et de Flers operated as a joint issuing authority — an arrangement that was itself a product of the post-WWI emergency note system in France, where local commercial chambers were authorized to fill the coin shortage that had persisted well beyond the Armistice. By 1923 that shortage was finally easing nationally, which makes late-dated examples from this series among the last gasps of a system that had long overstayed its welcome.
The Flers chamber's inclusion reflects the textile industry weight of the Orne département — Flers was a significant cotton-weaving center and its commercial interests warranted equal billing on the note's authority line.
