The Chambres de Commerce emergency notes of 1914–1918 exist because the French state catastrophically underestimated the small-change crisis triggered by wartime coin hoarding. Within weeks of mobilization, centimes and small-denomination francs vanished from circulation entirely — held back by a public that trusted metal and distrusted paper. The Chambres were authorized to fill the gap themselves, which is why French provincial commerce paper from this period is so localized: each issuer served its own département.
Imprimerie Richard handled a significant portion of this Chambre de Commerce emergency output, producing workmanlike but serviceable notes across multiple departments. The Deux-Sèvres series carries JP#93 in the Pirot catalog, the standard reference for this material.
