The Chambres de Commerce emergency issues of 1914–1925 filled a gap that the Banque de France couldn't — small denomination token currency that actually moved in local trade. Deux-Sèvres, a predominantly rural department in the Poitou-Charentes, had no major industrial anchor, so its chamber's notes circulated heavily in agricultural market towns like Niort and Parthenay.
Imprimerie Arnaud of Lyon was among the most prolific printers of French chambre de commerce nécessité notes, supplying dozens of departments during this period. Watermarking on these small-format issues was often inconsistently applied across print runs, making paper variety a legitimate collecting consideration within the JP#93 series.
