French chambres de commerce were authorized to issue emergency small-denomination notes in 1914–1915 to address the acute coin shortage caused by hoarding at the outbreak of war. The Deux-Sèvres issue is among the earlier departmental responses to that crisis. Imprimerie Richard, a Paris printer with a long history of commercial and administrative work, produced the series — a practical choice given the urgency, though hardly a security-printing specialist. The watermark is the only real safeguard against counterfeiting.
