Tarare, a textile town some 40 kilometres northwest of Lyon, was one of hundreds of French municipalities forced into emergency note production after the wartime coin shortage stripped small denominations from circulation almost overnight. The Chambres de Commerce across France became de facto monetary authorities by necessity, not design — the state simply could not keep up.
