Tarare, a textile town some 40 kilometres northwest of Lyon, was one of hundreds of French municipalities forced into emergency note production after the wartime coin shortage stripped small denominations from circulation almost overnight. The Chambres de Commerce across France became de facto monetary authorities by necessity, not design — the state simply could not keep up. Arnaud's Villeurbanne press handled enormous volumes of this regional fiduciary paper throughout the war and into the postwar years, supplying multiple issuers across the Rhône-Alpes area.

The JP#119.14 à 23 reference range spans at least ten catalogue varieties, distinguished by date, signature, and serial combinations across the 1916–1922 run.
