During the First World War, the near-total disappearance of small denomination coins from circulation forced hundreds of French chambers of commerce to issue their own emergency fractional notes — bons de nécessité. The Perpignan chamber was among them, producing this 50 centimes note locally through Morer-Benezet, a lithographic house in the same city. Local printing was the rule for these issues, not the exception, keeping costs down and turnaround fast.

The JP reference spans six distinct catalogue numbers, reflecting multiple printings across the 1917–1922 window — differences in serial numbering, border typography, or watermark placement account for the splits.
