During the First World War, the near-total disappearance of small denomination coins from circulation forced hundreds of French chambers of commerce to issue their own emergency fractional notes — bons de nécessité. The Perpignan chamber was among them, producing this 50 centimes note locally through Morer-Benezet, a lithographic house in the same city. Local printing was the rule for these issues, not the exception, keeping costs down and turnaround fast.
