Facsimile signatures of the Président and Trésorier are placed below the central denomination, while the issue date '24 JUIN 1916' occupies a cartouche at foot centre, with the printer's imprint 'LITH. French chambers of commerce were authorized to issue emergency small-denomination notes from 1914 onward as bronze and nickel coins vanished from circulation — hoarded, melted, or consumed by wartime demand. Périgueux's chamber was among the earlier provincial issuers to act, and the Ronteix lithography firm, local to the Dordogne, handled production entirely within the region rather than routing through Paris print houses.
The JP#98-16/17 reference covers two closely related varieties; distinguishing them requires attention to minor typographic differences in the serial numbering block.
