Nancy's Chamber of Commerce began issuing small-denomination emergency paper in 1915 because the wartime hoarding of coins had made fractional currency almost impossible to find in daily commerce — a problem that hit market towns and industrial centers across northeastern France with particular severity. The Imprimeries Réunies de Nancy printed these locally, which was unusual; most provincial chambers contracted to larger Paris-based firms. That local production kept the design and paper quality modest but gave the series a notably regional character.
The watermark is the primary anti-counterfeiting measure. Given the note's purchasing power, sophisticated security was never the point.
