The issuer's title and ministerial authorization date are printed at the top, followed by a two-paragraph legal text in French stating that the note is guaranteed by an equivalent deposit at the Banque de France, is permanently redeemable at its Montluçon branch, and must be presented for reimbursement within five years from 10 October 1914. A final sentence states the note is only valid bearing the stamp of the Chambre de Commerce. A violet circular validation stamp is applied to the right margin. Watermark-style ghost lettering from the obverse is visible through the thin paper stock. |

The Chambres de Commerce emergency notes of 1914 were a direct response to the monetary panic that followed France's declaration of war in August — banks suspended payments, coin vanished into hoarding almost overnight, and local chambers stepped into the vacuum with hastily authorized small-denomination paper. Montluçon-Gannat's issue was printed locally by Herbin & Bouché, which kept production fast but meant security was minimal: an official stamp was the only meaningful obstacle to counterfeiting.
JP#84.1 is the first reference in the Montluçon-Gannat sequence, placing it among the earliest wartime emergency fractional issues in the Allier département.
