备注	Emergency fractional notes like this one were a direct consequence of the post-WWI coin shortage that paralyzed small commerce across provincial France well into the 1920s. Chambers of commerce across the country were authorized to fill the gap, and Mont-de-Marsan — the prefecture of Landes — issued its own series through that mechanism. B. Arnaud of Villeurbanne handled a substantial volume of these regional necessities notes for various French chambres de commerce, making the firm one of the more prolific printers of the genre.
