French chambers of commerce were authorized to issue small-denomination emergency notes during and after the First World War to offset the chronic shortage of metal coinage, which had been hoarded or melted down. Limoges, the administrative center of the Haute-Vienne department and the heart of France's porcelain industry, had its own series running across several denominations. By 1923 the acute shortage had largely passed, but chamber issues continued circulating well past their practical necessity — many were retired through formal demonetization rather than natural attrition.
