During the First World War, the withdrawal of metallic coinage from circulation created an acute shortage of small-denomination money across provincial France. Chambers of commerce were authorized by the French government to fill the gap by issuing their own emergency fractional notes — a stopgap that ultimately produced hundreds of distinct local issues. The Vendée chamber's series, printed in Nantes by Beuchet & Vanden Brugge, covered the department's commercial needs from 1915 onward.

The JP#65 reference groups four distinct varieties under this type, differentiated by date and text variants. The watermark is the sole security feature — modest by any measure, but consistent with wartime production constraints.
