The Chambres de Commerce emergency issues of 1914–1918 arose from a single practical crisis: small-denomination coins vanished from circulation almost immediately after mobilization, hoarded by a public that had no confidence paper money would survive the war. Hundreds of local chambers across France were authorized to fill the gap, each printing their own fractional notes — a situation that produced an enormous variety of locally-flavored paper with wildly inconsistent quality.
Pierre Dumont in Limoges handled several of the regional Corrèze issues. The watermarked paper distinguishes JP#51.4–5 from cheaper, unwatermarked emergency issues printed elsewhere in the region during the same period.
