Corbeil's Chamber of Commerce issued emergency fractional notes like this one to plug the chronic small-change shortage that dragged on well past the Armistice — France's coin shortage, driven by wartime metal requisitions and hoarding, forced hundreds of provincial chambers to become de facto local currency authorities between 1914 and the early 1920s. B. Arnaud of Villeurbanne handled an enormous volume of this work, printing for chambers across the southeast and beyond.
