French chambers of commerce were authorized to issue emergency small-denomination notes after the wartime coin shortage of 1914–1918 stripped everyday commerce of its fractional currency. Châteauroux's chamber was among dozens that commissioned local printers rather than the grandes maisons in Paris — Imprimerie Badel was a regional press, and the note reflects that: printed and issued within the same town, a genuinely localized instrument of necessity rather than a product of centralized monetary administration.
By 1919 the worst shortages had passed, and many chamber issues of this date circulated only briefly before being recalled as official coinage returned to availability. JP#46.20 places this within a larger Indre series.
