A crowned municipal coat of arms occupies the top centre, flanked by the issuer's name in two lines, while two further heraldic shields set within oval guilloche frames appear at left and right. The denomination '50 Centimes' is rendered in large bold type at centre, below the deliberation date, with signature lines for Le Trésorier and Le Président flanking a small central vignette of the Chamber of Commerce building. |

French chambers of commerce began issuing emergency fractional notes during the First World War to address a near-total disappearance of small-denomination coinage from circulation — silver and bronze had been hoarded or melted almost immediately after mobilization. By 1920, when this note was issued, the armistice was two years past, yet the coin shortage persisted stubbornly enough to keep chamber issues alive well into the early 1920s.
Arnaud of Lyon handled an enormous volume of these regional chamber issues across the Rhône-Alpes area. The watermarked paper was a minimal but deliberate security measure against what had become a real counterfeiting problem with the cheaper, unwatermarked chamber notes earlier in the series.
